User/Group/Permission Plugin

For some reason we cannot add users ingame.
So, with help from stx, i add them in the config file.
Then i have to reload the plugin to refresh the userlist.

For another reason i had, after a reload, missing lines
in the config file. I think it was randomly removing users.
But i don't know.. Contact us when you are one of the users
without permissions anymore.
