Starting New Town

I want to start a new town with my friends but I don't know where to start and what to do after that.
Can Anyone Help?

You can't start towns now as there are too many towns and too little residents...

Plus, many towns inactive.

But the Town-topics are closed. We first want more Residents for the towns we now have.

Actually you can be new to start a town... But not many will want to join. Then you have to close it due to inactivity.
