Question is simple: Do you want two mayors or one town? Or do you want one mayor and one vice mayor?
Being a mayor mean that you need some management (i dont like that word much) skills and its rather fun but also you have to be able to deal with messy situations. Because in town you have other ppl but everyone doesnt see into your mind and everyone has its own ideas.
Managing such stuff and ppl is consuming some time (your fun building time) and having a vice mayor that can help you is great. If he has mayor permissions you can for example focus on school for a week and you can be sure that the town will be running fine. If he wouldnt have permission you might find out after week that someone wanted to join, but did not wanted to wait forever...or worse...

The vote answers nothing just that it would be a hard discision.
So: just let the mayors choose how much their vice can do
This will solve the problem ..

Nocti heinz has to set up permissions for vice mayor and there were no option to set up two vice mayors (like + and -) because that would be twice the mess.

who talks about 2 vices?

Ok probably it was a grammar mistake by me, i want only one vice.

So, the vote failed.
We have to make a decision.

Is everybody fine with:
one mayor (who still has the biggest power over their own town)
one vice mayor (who is allowed to add/remove residents + town board access)

The mayor can decide if he needs a vice mayor.
It's not needed to have one.. The residents will vote them.

+ and - vice mayor ranks? That would mess too much.
The vice mayor should be a vice mayor.
