Sure you don't mind because most likely you would become the mayor as you are vice now. If you really don't mind who is the mayor then let Mustark carry on being one. 
I allready talk to you guys .. just get 2 more people (there are alot of new people on hp atm) and try to make your own town. I had the same problem long time ago.
You cant change people, believe me. (In such things)
