Okay so after reading the previous comments and talking with some of the member's 301heng should not be
blacklisted even though he didn't take the items but he did access the chest without permission.

Ahhhh f*ck this just unlist him or keep him listed i don't even care anymore just make sure everyone is
happy with the decision that will be made.

The blacklist just means, that he wont be accepted as a resident, whether this changes over time or become completely different I don't know.
But he DID access gcano's chests with out permission, he DID make a big L O L in his chest, and he DID do something with ladiesman after the stealing.

If he wishes to redeem himself or file a appeal then hes allowed to do so, but I made a choice for the town that I thought was best.
