Thinking of a town, who would like this?

Ok, here's the deal. There server's kind of inactive, so getting in touch with people is quite difficult. Also, I figured making a settlers topic would sorta be ignored, because I doubt people check the settlers topic that much.
Alright, I'll just get to the point.
Atlantis.
Pretty strait forward. A beautiful, and vast underwater kingdom (well, town, in hpcraft standards)
I was curious as to who would be interested in such a town, who would join it and who would help with it, as well as ideas and whatnot. I'm hoping this lag issue is dealt with soon before the server completely dies.
Also, my idea is that you can build anywhere you want, but you must make your own "sector" underwater for it (or pay to have it done for you
).
As a sidenote, I would hope that this could be made in an ocean biome part of a new Empire. I don't really care about getting emperor frankly, as long as I can build a town with other people. (Emphasis on PEOPLE).
