You will need a server to host it on.
It requires SQL databases and PHP.
Many hosting companies offer SQL and PHPmyadmin built in.
It's not as easy as just clicking a few buttons to produce a forum it takes knowledge of SQL and handling servers. (and I don't mean minecraft servers.)
