Ender Farm?

Hi , I was wondering if I can start a new project in the END.
In this I will be building a enderman farm. It will not be on the actual End island because the spawning rates are more efficient, this due to the fact that there will be lots of endermen there already.
I may need a bit of help from a few players who are willing.
If I need permission, please let me know if I may build this
