I've been hearing rumors about more town modification, could somebody give me some substantial info about them, or tell me whether they're false?

I think you mean they are Working on a Plug-in. I do not really know thanks to my absence. But if you wish to buy land I'd rather suggest you to ask your Town's Mayor or start a town.
