Not sure if this is the same but simply disabling pvp in the guest world might do it. As in it's not a player command towards each guest, its a command for the guest world. Like expanding the protection zone at guest spawn greatly but not the inability to build. This may be what heinz already said but just brain storming.

Correct! I think we should keep it like it is. Guests are not protected in any way (except LWC).
When they want to be safe where they are building, they should join a town and use /pvp.
